In the United States, the Animal Welfare Act regulates the use of laboratory animals, though it is often not enforced. Also, there is a loophole in this law, due to the fact that the U.S. federal government does not classify mice, rats, and birds as animals. As a result, the Animal Welfare Act does not apply to mice, rats, and birds, and there are no federal restrictions on what can be done to these animals in research labs. It should be mentioned that the Animal Welfare Act also does not apply to farmed animals which are raised for food.
